Pop superstar Beyonce has reportedly declined an offer from Simon Cowell to be a judge on his new talent show, "The X Factor," set to premiere in the fall on Fox. Cowell extended the offer to the former Destiny's Child star, who said she was too busy preparing to give birth to twins and writing music for a new album.
