Even though Lady Gaga was by far the most successful new artist of 2009, she was declared ineligible for Best New Artist at this year's Grammys. Her 2008 single, "Just Dance" had received a nomination and under the old guidelines, previously nominated artists can't be nominated for Best New Artist. The new guideline allows previously nominated acts to be eligible provided they haven't released a full length album and didn't win.
