A judge in a Brooklyn court Tuesday dropped the charges against rapper Foxy Brown accusing her of violating a restraining order. Brown's neighbor, Irene Raymond, filed a restraining order against the rapper in 2008 after Brown pleaded guilty to harassing the woman with a cellphone, then accused her of violating the court order by mooning her several months ago. Ms. Raymond refused to testify in the case, so the DA's office dropped the charges. "While the district attorney's office has no doubt the defendant committed this crime, we have no other choice but to dismiss this case," Assistant District Attorney Robert Isdith said.
